Previously, Turkish passports had to be issued by the Security Directorate; however, nowadays, Turkish citizens can easily visit the nearest population office in their area without an appointment and request a passport. Turkish passports are issued to all citizens of the country in less than 3 weeks.

The Turkish passport is among the top passports of countries that allow visa-free travel. According to Article 12 of Passport Law No. 5682, five types of passports are issued in the name of the Republic of Turkey.

Types of Passports

1: Diplomatic Passport

Diplomatic passports have a black cover and consist of 28 pages. These passports are issued for two years to members of the Turkish Parliament, Turkish ministers, the President, and representatives of the Constitutional Court, Court of Appeals, Council of State, High Courts, deputy ministers, ambassadors, officials, and attaches working in the Ministry of Foreign Affairs who are required to travel abroad frequently due to their duties.

Of course, the expiration date for those entitled to a diplomatic passport who are regularly traveling abroad for duty can be altered based on the duration of their stay, with confirmation from the Ministry of Foreign Affairs.
Additionally, the spouse of the diplomatic passport holder can also receive the same passport or accompany the holder abroad.
Moreover, diplomatic passports are granted to children of the passport holder who are under 25 years old, unemployed, unmarried, in need of care, and whose disability has been documented in a report. No fee or photo is required for diplomatic passports. With this passport, you can travel to many countries without a visa for certain periods.

2: Special Passport (Green Passport)

Special passports have a green cover and consist of 30 pages. They are granted to civil servants and other government officials employed in the first, second, and third grades who wish to travel abroad for work or duty.
The spouse of the passport holder, children under 25 who are unemployed and not studying, as well as their children with documented disabilities can also obtain this passport.
To acquire the green passport, the individual receiving the passport or their legal representative can visit the General Directorate of Population and Citizenship Affairs in Turkey and the General Directorate of Population or Citizenship Affairs at the Ministry of Interior to request the issuance of this passport.
When obtaining the green passport, only the issuance fee is collected, and no additional fees are charged. Holders of special passports can stay in some countries requiring a Schengen visa without obtaining a visa for up to 90 days.

Documents Required for Application for a Special Turkish Passport;

• Birth certificate or temporary identification document
• 2 biometric photos
• Special passport application form
• Student certificate
• Old passport
• Payment receipt for issuance
• Parental or guardian consent document for individuals under 18 years old or those with disabilities.
• Health commission report for children in need of continuous care
• Power of attorney (if the lawyer is applying for issuance)
• Retirement document (for retirees)

3: Service Passport

This special passport with a gray cover consists of 30 pages. It is issued to public employees who are required to frequently travel abroad for official duties but do not qualify for a diplomatic passport, as well as officers from international organizations and individuals appointed by the Turkish Aviation Association and the Turkish Red Crescent.
The service passport is issued by the Ministry of Interior upon a request from a higher authority.

Documents Required for Application for a Service Passport;

• A service passport application form that has been approved by the authorized supervisor in your governmental office.
• 2 biometric photos
• Original birth certificate
• Consent for individuals under 18 years or younger

4: Ordinary Passport

Ordinary passports have a burgundy cover and consist of 38 pages. This is the type of passport that citizens of Turkey obtain through personal application. Ordinary passports are issued separately for all applicants regardless of age. To obtain this passport, one can apply at the population offices of provinces, with or without an appointment.
The fee for ordinary passports varies depending on the duration of the passport.

The cost of issuing this passport in 2023 is as follows:

452 lira for one year,
738 lira for two years,
1049 lira for three years,
1478 lira for four to ten years.

Additionally, the tax and other charges for this year amount to 225 lira, which is to be paid along with the issuance fee.

5: Temporary passport or travel document

This passport, with a pink cover, signifies a type of travel document and is issued in exceptional cases. A temporary passport is a single-use document provided to individuals who have lost their passport abroad, have an expired passport, or are facing difficulties returning to Turkey.
